Upcoming National Skilling Policy

The new national skilling policy is under development within the Ministry of Skill Development and Entrepreneurship (MSDE). It aims to replace the existing 'National Policy for Skill Development and Entrepreneurship' launched in 2015.

Key Features of the New Policy

  • Global Demand Focus:
    • The policy stresses the growing global demand for skilled Indian workers.
    • Emphasizes identifying opportunities for Indian workers abroad in sectors like care, construction, and agriculture.
  • Technological Integration:
    • Will promote the use of digital tools and artificial intelligence (AI) to pinpoint regions and populations with low skill levels.

A draft of the policy will be released for public consultation soon, with finalization expected in the coming months.

Public-Private Partnership (PPP) Mode

  • The policy aims to enhance private sector participation.
  • For every rupee spent by the government, the private sector contributes about three times that amount.
  • The focus is on mobilizing additional resources for skill development beyond government budgets.

Global Deployment and Demand

  • India aims to deploy 100,000 care workers annually from 2027 in developed countries with aging populations.
  • A mapping of 43 countries is underway, assessing job types and documentation requirements.
  • Indian workers are in high demand in healthcare, social care, renewable energy, manufacturing, and IT sectors.

Pradhan Mantri Kaushal Vikas Yojana (PMKVY)

  • The flagship program launched under the 2015 policy.
  • Nearly 16 million candidates have been trained till October 2024.
  • The International Labour Organization (ILO) report highlights that 7-8 million youths enter India's workforce annually, underlining the importance of such initiatives.

  • Encouragement of private sector participation through PPP mode.
