In 2024, a total of 296 Internet shutdowns were recorded globally. This marked an increase compared to previous years, as documented in a report by advocacy body Access Now.
India's Position
- India experienced 84 Internet shutdowns, accounting for 28% of the global total.
- Despite a lower number compared to Myanmar's 85, India had more shutdowns imposed by its Union and State Governments.
- In India, shutdowns affected 16 States and Union Territories.

- Protests: 41 shutdowns

Other Global Shutdowns
- Myanmar alone had 85 shutdowns, some imposed by external entities like China and Thailand.
- Shutdowns were also imposed by the exiled National Unity Government (NUG), Myanmar National Democratic Alliance Army (MNDAA), and Ta’ang National Liberation Army (TNLA).
Exam-Related Shutdowns
Exam-related shutdowns have been a significant concern, viewed as a disproportionate response to preventing cheating.
- India imposed 5 examination-related shutdowns in 2024, including during the General Graduate Level Combined Competitive Examinations in Jharkhand and government job exams in Assam.
- Rajasthan also enforced a shutdown for the Rajasthan Public Service Commission exam in January.
