New Reservation and Domicile Policies for Ladakh

The Centre has introduced significant policy changes for Ladakh concerning reservation and domicile criteria, aimed at safeguarding local interests.

Reservation Policies

  • Job Reservation: 85% of jobs are reserved for local residents.
  • Women Representation: One-third of seats in the Ladakh Autonomous Hill Development Councils are reserved for women, which will be allotted by rotation.

Domicile Criteria

  • Individuals residing in Ladakh for 15 years or studying for 7 years and appearing in class 10 or 12 exams in the UT are considered locals for job appointments.

Languages

  • Official languages include English, Hindi, Urdu, Bhoti, and Purgi.
  • English remains the primary language for official purposes.

Both Kargil Democratic Alliance (KBL) and Apex Body Leh (ABL) have welcomed these measures, viewing them as steps in the right direction while continuing their dialogue for full statehood and the implementation of the Sixth Schedule of the Constitution.

  • The ABL and KDA are actively seeking statehood and have been engaging in discussions and protests.
  • In 2024, climate activist Sonam Wangchuk's fasting highlighted the need for implementing the Sixth Schedule for environmental and cultural preservation.
