  • Domicile-based Government Jobs:
    • The Ladakh Civil Services Decentralisation and Recruitment (Amendment) Regulation mandates a 15-year residence in Ladakh or appearance in Class X or XII exams in the UT to be eligible for government jobs.
  • Reservation Policies:
    • The Union Territory of Ladakh Reservation (Amendment) Regulation caps reservation at 85%, excluding the EWS quota, effectively providing nearly blanket reservation for the local populace, which consists of 90% Scheduled Tribes.
  • Promotion of Languages:
    • The Centre has recognized English, Hindi, Urdu, Bhoti, and Purgi as official languages, facilitating the promotion and protection of the region’s culture and heritage.

Demands for Greater Autonomy and Representation

  • The Centre has not fully addressed demands for restrictions on land ownership by outsiders.
  • There's a need for greater devolution of powers to the Ladakh Autonomous Hill Development Councils (LAHDCs), which currently lack legislative authority.
