India's Social Security Coverage Expansion

India's social security coverage has significantly increased, as reported by the Ministry of Labour and Employment, drawing data from the International Labour Organization's (ILO) ILOSTAT database.

  • Coverage rose from 19% in 2015 to 64.3% in 2025.
  • This represents a 45 percentage point surge over the past decade.
  • The growth has benefitted approximately 940 million people (94 crore).
  • India ranks second globally in providing social protection.

Participation in International Labour Conference (ILC)

Labour and Employment Minister Mansukh Mandaviya is leading India’s delegation to the 113th session of the ILC in Geneva, Switzerland.

  • The minister emphasized the need for a graded, risk-tiered strategy for worker safety.
  • He cautioned against broad definitions for worker protection from biological hazards, highlighting challenges for informal sectors and MSMEs.
  • India recommends considering country-specific diversities when setting global standards for workers' safety.

National-Level Social Protection Data Pooling

India commenced a national-level data pooling exercise in collaboration with the ILO.

  • The current data reflects only Phase I.
  • Phase I focused on central sector schemes and women-centric schemes in eight selected states.
  • Further consolidation in Phase II is expected to increase coverage beyond the 100-crore mark.
