Niti Aayog's Proposals for State S&T Councils

Niti Aayog has suggested significant enhancements to state science and technology (S&T) councils to boost innovation and growth through technology. The recommendations are part of a report titled ‘A Roadmap for Strengthening State S&T Council.’

• Financial Allocation:
  • States should allocate up to 0.5% of their gross state domestic product (GSDP) to S&T councils.
• Restructuring Governing Bodies:
  • The governing bodies should be expanded to include more expertise for better policy decisions and strategic planning.
  • The chief minister or S&T minister should chair the council, with an expanded membership for informed decision-making.
• Funding Opportunities:
  • Councils should explore funding from central government departments for various S&T activities.
  • Linkages with industry bodies, PSUs, and other agencies should be developed to attract support and resources.
• Manpower and Capacity Building:
  • A core manpower strength is essential for effective and accountable major activities.
  • State governments should fully support these positions to ensure financial stability and commitment.
