Election Commission of India's Special Intensive Revision (SIR) of Electoral Rolls

The Election Commission of India (ECI) will commence phase 2 of the special intensive revision of electoral rolls in nine states and three Union Territories from October 27, culminating in the publication of draft rolls on December 9 and final rolls on February 7.

Differences from Phase 1 in Bihar

  • Coverage: Phase 2 will include all states and Union Territories headed for assembly elections in early 2026, excluding Assam due to an ongoing different citizenship process.
  • Kerala Consideration: Despite local body polls, the SIR will proceed as a significant portion of the work has already been mapped.
  • Additional Areas: Besides poll-bound states, other regions such as Madhya Pradesh, Rajasthan, Goa, Gujarat, Uttar Pradesh, Chhattisgarh, and Union Territories like Andaman & Nicobar Islands and Lakshadweep are included.

Phase 2 Procedures

  • Enumeration Form (EF): During phase 1 in Bihar, electors had to submit eligibility documents with their EF. In phase 2, only the pre-printed enumeration form without documents is required initially.
  • New EF Structure: The phase 2 EF includes columns for electors to provide their details or those of their relatives from previous rolls (2002-2004) to establish constituency linkage.
  • Access to Database: Electors and BLOs can access the all-India database of previous SIR at https://voters.eci.gov.in to verify and link their details.
  • Document Submission: Documents will only be required for those who cannot establish linkage with the 2002-2004 rolls. Notices will be served to such individuals post draft roll publication.
  • House-to-House Enumeration: BLOs must carry at least 30 blank Form 6 and blank declaration forms for new enrollees.
