Three-Phase Transformation Plan

- Shift from experimentation to enterprise-level impact in AI, cyber, quantum, and autonomous systems.

- Adapting and reforming the larger ecosystem.
- Integration (Ekikaran):
- Deeper military-civil fusion, promoting synergy among academia, industry, and armed forces.

General emphasizes navigating turbulent global security shifts from Cold War bipolarity to a conflict-heavy order using 5S framework:
