Concerns Over Ecologically Sensitive Coastal Construction

The Expert Appraisal Committee (EAC) of the Union Ministry of Environment, Forest and Climate Change has highlighted significant concerns regarding extensive concrete construction planned for the proposed International Dugong Conservation Centre at Manora, located in Thanjavur district. This construction is slated to occur in ecologically sensitive coastal areas, particularly within the Coastal Regulation Zone (CRZ)-III No Development Zone.

Project Overview

  • Project Cost: ₹40.94 crore
  • Location: Manora, encompassing approximately 28,000 square metres
  • Zones:
    • CRZ-III No Development Zone
    • CRZ-I areas with mangroves and seagrass meadows

Environmental Concerns

The EAC has emphasized the ecological importance of dugongs as critically endangered marine mammals crucial for seagrass ecosystems, hence the significance of the project. However, concerns were raised over the reliance on conventional cement and concrete structures, with almost 22,000 square metres planned within the No Development Zone.

Recommendations by the EAC

  • The EAC recommended adopting a Low Impact Engineering approach to minimize environmental harm.
  • Suggested exploring alternative construction materials and methods:
    • Timber-based construction
    • Prefabricated or composite materials
    • Nature-sensitive design solutions
  • Advised shifting structures out of the No Development Zone where feasible.
  • Requested the project proponent to study and incorporate best practices from similar projects in the country.

Next Steps

The proposal will be reconsidered once the State government submits a revised plan that addresses the committee’s concerns regarding low-impact, eco-friendly construction practices and aligns with conservation planning objectives.

Seagrass Ecosystems

Underwater meadows formed by marine flowering plants (seagrasses) that grow in shallow, sheltered coastal waters. These ecosystems are critical habitats for numerous marine species, including dugongs, and help stabilize the seabed and improve water quality.

Low Impact Engineering

An approach to construction and development that aims to minimize adverse effects on the natural environment. This involves using sustainable materials, sensitive design, and careful site selection to reduce ecological footprints.

Dugong

A large, herbivorous marine mammal, often referred to as a 'sea cow', that inhabits tropical coastal waters. They are critically endangered and play a vital role in maintaining the health of seagrass meadows, which are important marine habitats.
