Concerns Over Ecologically Sensitive Coastal Construction
The Expert Appraisal Committee (EAC) of the Union Ministry of Environment, Forest and Climate Change has highlighted significant concerns regarding extensive concrete construction planned for the proposed International Dugong Conservation Centre at Manora, located in Thanjavur district. This construction is slated to occur in ecologically sensitive coastal areas, particularly within the Coastal Regulation Zone (CRZ)-III No Development Zone.

Environmental Concerns
The EAC has emphasized the ecological importance of dugongs as critically endangered marine mammals crucial for seagrass ecosystems, hence the significance of the project. However, concerns were raised over the reliance on conventional cement and concrete structures, with almost 22,000 square metres planned within the No Development Zone.
Recommendations by the EAC
- The EAC recommended adopting a Low Impact Engineering approach to minimize environmental harm.
- Suggested exploring alternative construction materials and methods:
- Timber-based construction
- Prefabricated or composite materials
- Nature-sensitive design solutions
- Advised shifting structures out of the No Development Zone where feasible.
- Requested the project proponent to study and incorporate best practices from similar projects in the country.

The proposal will be reconsidered once the State government submits a revised plan that addresses the committee’s concerns regarding low-impact, eco-friendly construction practices and aligns with conservation planning objectives.
