Population Census 2027 Overview

The Population Census 2027 in India will be the first to be conducted digitally, with most data expected to be published by 2027. This initiative, led by Mritunjay Kumar Narayan, Registrar General and Census Commissioner of India, is set to introduce several innovations, including digital data collection and caste enumeration.

Key Innovations and Methodology

  • The census will feature a digital format for the first time, with data collected through digital means rather than traditional paper schedules.
  • The caste enumeration methodology is yet to be finalized, with ongoing studies on multiple suggestions.
  • Self-enumeration is a new feature, allowing residents to input their details, verified later by enumerators.

Demographic and Administrative Changes Since 2011

  • A decrease in the number of villages by over 1,000.
  • Increase in urban settlements, with statutory towns rising by 1,087 and census towns by 688.
  • States/Union territories increased to 36, districts to 784, and sub-districts to 7,092.

Census Process and Confidentiality

  • The Census data is kept confidential as per the Census Act 1948, ensuring only aggregate data is released.
  • Self-enumeration will be available April 1-15 in certain regions, including Andaman and Nicobar Islands and Delhi Cantonment.
  • The first phase, House Listing Operations, runs from April 1 to September 30, with population enumeration in February 2027.
  • Special provisions for snow-bound areas to complete both phases by September 30 this year.

Technological Advancements and Data Security

  • Increased digital literacy supports the use of mobile phones and laptops for self-enumeration.
  • Data security measures include secure transmission, audited systems, and data centers classified as Critical Information Infrastructure.

Additional Information

  • West Bengal is the only state yet to notify the Census process, with a deadline of September 30 for completion.
  • The Census data are beyond the scope of investigation and cannot be used under the RTI Act for individual benefits.
