AI in Strengthening India's Internal Security

The Ministry of Home Affairs (MHA) is utilizing artificial intelligence (AI) as a key component in bolstering India's internal security structure. This initiative is aimed at improving decision-making capabilities across various agencies, including police forces and paramilitaries, as highlighted in a Parliamentary Committee report.

Key Implementations and Initiatives

  • Modernizing Cybercrime Reporting:
    • The Indian Cyber Crime Coordination Centre (I4C) plans to implement an AI-assisted complaint registration system for the 1930 helpline.
    • AI is being explored to assign ‘suspect scores’ to mule accounts by analyzing behavioral and transactional patterns, in collaboration with IIT Bombay.
    • The Reserve Bank Innovation Hub (RBIH) is involved in developing a model for real-time suspect scoring for financial transactions.
  • Proactive Monitoring Tool:
    • An AI-based tool by CDAC Mumbai is used to screen and verify Child Sexual Exploitative and Abuse Material (CSEAM) content.
    • Plans to extend the model to proactively identify CSEAM content on the open web.
  • Dark Web Monitoring:
    • I4C uses AI tools to monitor activities on the dark web, track scam websites, and phishing campaigns.
  • Mule Hunter App:
    • RBIH and I4C are drafting an MoU to enhance the ‘mule hunter application’ for better fraud detection in banking.
  • Surakshini Initiative:
    • A dedicated Mitigation Centre will be established to handle the removal of vulgar content.
    • Focus on creating a hashbank for proactive content moderation using automated hash-matching techniques.

Technological Tools and Forensics

  • The MHA’s forensic departments are equipped with advanced technological tools like the Video Spectral Comparator, Projectina, and digital stereomicroscopes.
  • AI-based tools are being used for digital and cybercrime investigations, though not yet for document forgery examination.

Future Prospects in Immigration

  • The Bureau of Immigration, under the new Immigration, Visa Foreigners Registration and Tracking (IVFRT) Version 3.0, will leverage AI and ML for traveler profiling from April 1, 2026.
  • Exploration of Blockchain technology for enhancing the authenticity and security of digital records.
