Revised Nomenclature for Left-wing Extremism (LWE) Affected Districts

The Union Home Ministry has updated the classification for districts affected by Left-wing extremism under the security-related expenditure (SRE) scheme. This change reflects the decrease in violence within these areas.

Current District Classification

  • There are no districts officially classified as LWE-affected now.
  • The SRE framework now includes two categories: 
    • Districts of Concern: Currently, only one district falls under this category.
    • Legacy & Thrust (L&T) Districts: There are 37 districts classified under this.

Security-related Expenditure (SRE) Scheme

  • The SRE scheme is part of the Modernisation of Police Forces program.
  • It reimburses expenditures in specific districts for: 
    1. Security forces' training and operations.
    2. Ex-gratia payments for civilians or personnel affected by LWE violence.
    3. Rehabilitation of surrendered LWE cadres.
    4. Community policing and village defense committees.
    5. Publicity measures.
  • Since 2017-18, ₹2,973.30 crore has been released under this scheme.

Statistics and Developments

  • Chhattisgarh remains the most affected state with over 2,700 surrenders in 2025-26.
  • In 2025, only three districts are significantly affected by Maoism, a decrease from 36 in 2014.
  • The number of Maoist-affected districts has reduced from 126 in 2014 to 11 in 2025.
  • Fortified police stations have increased from 66 in 2014 to 586 over the last decade.
  • Incidents of Maoism reported by police stations dropped from 330 across 76 districts in 2013 to 52 in 22 districts by June 2025.
  • In May, 27 Maoists, including CPI (Maoist) general secretary Nambala Keshav Rao, were neutralized in an operation in Narayanpur, Chhattisgarh.
