Strategic Partnership and Bilateral Ties

India and Cyprus have agreed to elevate their bilateral relations to a Strategic Partnership. This decision was made during a meeting between Indian Prime Minister Narendra Modi and Cyprus President Nikos Christodoulides in New Delhi.

Five-Year Roadmap for Defence Cooperation (2026-2031)

The countries have unveiled a roadmap focusing on defense cooperation which includes:

  • Cybersecurity dialogue.
  • Maritime transport, space, and health cooperation.

Signed Agreements

Six pacts were signed, including an MoU for:

  • Counter-terrorism.
  • Diplomatic training.
  • Innovation and technology.
  • Search and Rescue (SAR) coordination.
  • Higher education and research.
  • Cultural cooperation (2026-2030).

Shared Concerns and Defence Interests

Both countries expressed concerns over Turkey's regional influence, noting its strained relationship with Cyprus and support for Pakistan. Cyprus is interested in procuring military equipment from India, such as drones and missiles.

Cyprus as a European Union Bridge

Cyprus, holding the Presidency of the Council of the European Union, is seen as an investment gateway between India and Europe.

Strengthening EU-India Relations

Cyprus President Christodoulides emphasized the importance of deepening strategic cooperation with India as part of a broader EU-India relationship, focusing on stability and shared responsibilities.

Economic and Investment Goals

India aims to double its investment from Cyprus over the next five years. Cyprus ranks among India's top 10 investors, with investments nearly doubling over the past decade.

Mobility and Migration

Negotiations on a comprehensive Migration and Mobility Partnership and a Social Security Agreement are prioritized to strengthen ties through Indian professionals and students in Cyprus.

India–Middle East–Europe Economic Corridor (IMEEC)

India and Cyprus are collaborating on the IMEEC project, enhancing trade and connectivity between India and Europe through the Middle East, with Cyprus playing a key role due to its strategic location.

Regional and Global Issues

Discussions included global issues like the conflicts in Ukraine and West Asia, with a mutual call for peace and global institutional reforms.

Innovation and Economic Opportunities

The Strategic Partnership is expected to create growth opportunities in sectors like infrastructure, energy, and agriculture in Cyprus, while attracting investment in India's shipping and maritime industries, and transforming GIFT City into a global financial hub.
