Ministry of Skill Development and Entrepreneurship Strategic Investment Plans
The Ministry of Skill Development and Entrepreneurship has approved strategic investment plans worth ₹1,237.58 crore for the upgradation of five ITI clusters, encompassing:
- One cluster each in Odisha and Gujarat
- Three clusters in Telangana
Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) Scheme
The PM-SETU scheme has transitioned from a pilot phase to a nationwide rollout, covering all 200 ITIs. This initiative enables states and Union Territories to implement the scheme based on industry readiness and capacity.

PM-SETU Scheme Overview
The PM-SETU is a significant ₹60,000 crore flagship scheme focused on modernising 1,000 industrial training institutes (ITIs) into industry-aligned skill centres through a hub-and-spoke model. The scheme aims to bridge the gap between youth employability and real-world industry needs.
