Task Force chaired by Olympic medalist Abhinav Bindra has submitted its report that provides a roadmap to transform India’s sports governance into a professional, accountable, and athlete-centric ecosystem.
Systemic gaps in sports administration highlighted by report:
- Lack of Professionalism: Roles are often filled by generalist civil servants or contractual staff without sector-specific expertise, leading to ad-hoc decision-making.
- Fragmented Training: Existing training for administrators are sporadic, outdated, and lacks a focus on continuous professional development.
- Athlete Transition Barriers: There is a lack of structured "Dual Career Pathways" to help athletes transition from competition into effective governance roles.
- Governance Deficits: National Sports Federations often lack role separation between governance Board and operations leading to over-centralized authority& low transparency.
Proposed Multi-Level Framework
- Civil Service Integration: Integrating sports governance modules into the training of IAS officers at LBSNAA to sensitize future bureaucrats to the value of sport in nation-building.
- Performance Monitoring: A National Performance Management and Monitoring System will link an administrator’s Key Performance Indicators to their promotions and postings.
- Apex Authority: Establishing National Council for Sports Education & Capacity Building (NCSECB) to regulate, accredit, and certify sports administration training.
- Operational Mechanism: Create a National Training & Development Cell as operational arm of NCSECB, responsible for curriculum delivery, coordination and monitoring outcomes.
- It has recommended India-specific curriculum development to train future leaders.
