  • Meaning: It aims at offering citizens’ welfare and satisfaction to provide good governance, critical for any government-local, state or national. 
    • The concept is intricately linked with good governance and puts citizens at the core of good governance.
    • It is not only concerned with citizen-oriented service and improved policy delivery, but it gives larger role to the citizens. 
  • Pre-Requisites of citizen centric governance: Sound legal framework; Robust institutional mechanism for implementation of laws; Competent personnel staff; right policies towards decentralization, delegation, and accountability, etc. 

Key Initiatives taken towards Ensuring Citizen Centric Governance

  • Sevottam Model: Conceived in 2006 by Department of Administrative Reforms & Public Grievances (DARPG), Ministry of Personnel, Public Grievances and Pensions.
    • Includes three modules namely Citizen’s Charters, Public Grievance Mechanism, Service Delivery Capability.
  • Decentralisation: Adoption of Panchayati Raj system; Social audit undertaken by PRIs, etc. 
  • Maximum Governance, Minimum Government: Implemented on Ground through initiatives like Ease of doing business reform; rehaul of obsolete laws; e- governance initiatives like DigiLocker, UMANG App, etc. 
  • Others: Right to Information Act, 2005; Computerised Public Grievances Redressal and Monitoring System (CPGRAMS) for grievance redressal, etc.
