Hydel Projects in J&K and Ladakh

In a recent high-level meeting convened by the Centre, significant directives were issued to accelerate the timelines for hydel projects in Jammu & Kashmir and Ladakh. The suspension of the Indus Waters Treaty has prompted these actions.

Plans for Accelerating Project Completion

  • Ministries and agencies have been tasked to fast-track project schedules, aiming to reduce completion times by 3-4 months.
  • The Central Electricity Authority (CEA) is collaborating with agencies to identify projects for expedited completion.

Current and Planned Projects

  • Uri-1 Stage-II Project
    • 240 MW expansion project on the Jhelum River.
    • Utilizes diverted water from the Kishanganga River.
    • Environmentally cleared and ready for tendering.
  • Other Approved Projects
    • New Ganderbal project on Sindh Nallah.
    • Kirthai-II on Chenab River.
    • Sawalkote in Ramban and Udhampur districts.
    • These projects, including Uri-1 Stage II, aim to add 3,100 MW power supply.

Challenges and Economic Viability

  • Projects face challenges due to tough terrain and security issues.
  • Options for economic viability:
    • Prioritizing funds to agencies like the National Hydroelectric Power Corporation.
    • Soft loan mechanisms and water cess waivers.
    • Free power supply during construction.

Future Projects Under Consideration

  • Nearly 10 projects on CEA's shortlist.
  • Potential projects include:
    • Bichlari and Barinium/Shaus in Doda.
    • Chandanwari Laripora in Anantnag.
    • Lower Kalnai and Wardwan Bursar in Kishtwar.
    • Ans-1 in Reasi, Gangbal in Ganderbal, Kishanganga-II in Bandipora.
  • These projects could generate an additional 1,000 MW of power.

Water Diversion Strategies

The Centre is considering the diversion of water from the Chenab to the Ravi systems, with studies to be conducted to assess feasibility. Projects like Pakal Dul, Kiru, Parnai, and Kwar are expected to benefit from reduced timelines.
