Terms of engagement: India resets rules for Pakistan with new red lines

India-Pakistan Ceasefire Agreement

India and Pakistan reached an agreement to initiate a ceasefire, though violations reportedly occurred soon after. Despite this setback, the agreement is expected to stabilize the situation and facilitate the return of civilians in border areas. The leadership of both countries is credited for reaching this agreement, recognizing that prolonged conflict benefits neither side.

Pahalgam Terrorist Attack and India's Response

The dynamics changed following the April 22 Pahalgam terrorist attack, which resulted in 26 fatalities including a Nepali national. India's zero-tolerance stance towards such acts led to a response employing both kinetic and non-kinetic measures:

  • Diplomatic measures were initiated, including suspending the Indus Waters Treaty.
  • India conducted a military strike on nine terrorist infrastructure locations, ensuring no damage to military assets or civilians.

However, Pakistan escalated the situation by targeting both military and civilian locations, causing asset and life losses.

Pakistan's Motivation and Response

The escalation by Pakistan aimed to heighten tensions and gain international attention, aiding both its civilian government and military leadership in consolidating power. The unexpected nature of India's response is seen as a deterrent, though Pakistan's long-term support for terrorism remains a concern.

India's Strategic Measures

India must remain vigilant in its counter-terrorism efforts by:

  • Strengthening internal security and intelligence networks.
  • Enhancing military capabilities to thwart and swiftly respond to terrorist threats.
  • Sustaining diplomatic efforts to further isolate Pakistan and increase the costs of its support for terrorism.

Challenges with Pakistan's Military Control

In Pakistan, the military remains influential with minimal civilian government input in policy decisions. This dominance hampers democratic development and is reflected in Pakistan's economic and diplomatic struggles. Strategic decisions in Rawalpindi, rather than Islamabad, present ongoing challenges for India.

Economic Implications for India

India's economic ambitions are threatened by terrorism and military tensions, affecting the business environment. Efforts must focus on reducing such incidents to ensure economic growth and stability.
