Performance Grading Index (PGI) 2.0 Report Overview
The Performance Grading Index (PGI) 2.0 report for the academic year 2023-24 was released by the Union Ministry of Education on June 18, 2025. This report assesses the performance of States and Union Territories in school education across various indicators.
Key Highlights
- Chandigarh has been recognized as the best performer with a score of 719, reaching Grade Prachesta-1 (scores between 701 to 760).
- Meghalaya is at the lowest rung with a score of 417, categorized under Akanshi-3 (scores between 401 and 460).
- None of the States reached the top scoring range of 761-1,000, indicating substantial scope for improvement.
State Performance Categories
- Prachesta-3 (scores between 581 and 640): Punjab, Delhi, Gujarat, Odisha, Kerala, Dadra Nagar Haveli and Daman Diu, Haryana, Goa, Maharashtra, and Rajasthan.
- Akanshi-2 (scores between 461 and 520): Telangana, Assam, Jharkhand, Tripura, Manipur, Chhattisgarh, Bihar, Nagaland, Mizoram, and Arunachal Pradesh.
- Akanshi-1 (scores between 521 and 580): Puducherry, Himachal Pradesh, Andaman and Nicobar Islands, Tamil Nadu, Karnataka, Lakshadweep, West Bengal, Madhya Pradesh, Sikkim, Uttar Pradesh, Jammu & Kashmir, Uttarakhand, and Ladakh.
Indicators for Assessment
- Learning Outcomes and Quality: Proficiency levels in subjects like Mathematics.
- Access: Enrolment and retention rates, transition rates, and mainstreaming of out-of-school children.
- Infrastructure: Availability of toilets, drinking water, electricity, computing devices, libraries, and sports facilities.
- Equity: Ensuring equal access to education resources.
- Governance Processes: Effective management and administrative processes in education.
- Teacher Education and Training: Quality and availability of teacher training resources.
Improvements Noted
- Access: Bihar and Telangana showed significant improvements.
- Infrastructure: Delhi, J&K, and Telangana made the highest progress between 2022-23 and 2023-24.
Scoring Methodology
The score for each indicator is determined by multiplying its proportionate score by the assigned weightage. For example, if 50% of students in Grade 5 achieve minimum proficiency in Mathematics, and the weightage is 20, the score is calculated as 20 x 0.5 = 10.
