Background and Current Status
- The proposal was listed for discussion on July 24, 2025, but the session was adjourned due to protests by the Opposition regarding electoral roll revisions in Bihar.
- President’s Rule was initially imposed in Manipur on February 13, 2025, following the resignation of Chief Minister N. Biren Singh on February 9.
- The extension is pursuant to Article 356 of the Constitution, allowing President’s Rule to last up to three years with parliamentary approval every six months.
Reasons for Extension
- There is a focus on reopening national highways and recovering stolen police weapons.
- Ethnic violence between the Kuki-Zo and Meitei communities since May 3, 2023, has led to significant disruption.
- Approximately 250 people have died, and over 60,000 have been displaced due to the conflict.
- Key national highways, NH 2 and NH 37, critical for connecting Imphal valley to Nagaland and Assam, have been inaccessible to the Meitei population.
- More than 6,000 police weapons are reported to have been looted during the violence.
