Citizenship (Amendment) Rules, 2026

The Union Home Ministry has introduced amendments to the Citizenship Rules, aimed at modernizing the Overseas Citizen of India (OCI) framework through digital integration and streamlined processes.

Key Features of the New Rules

  • e-OCI Cards:
The introduction of electronic OCI (e-OCI) cards, allowing for a transition towards paperless identity verification for overseas Indians.
  • Online Applications:
Mandates all applications to be submitted online, eliminating the need for physical submissions and paperwork duplication.
  • Biometric Data Integration:
Applicants must consent to share biometric data to facilitate future registration and potential automatic enrollment in fast-track immigration programs.

Specific Changes and Provisions

  • Minor Passport Provisions:
Minors holding Indian passports are prohibited from simultaneously holding passports of other countries, addressing dual citizenship concerns.
  • OCI Registration Process:
Applications for OCI cardholder registration are to be submitted electronically in Form XXVIII, simplifying the process.
  • Centralized Electronic Registry:
A central registry for OCI holders is established to maintain digital records and oversee cancellation/renunciation procedures.
  • Renunciation and Cancellation:
Processes are now fully online, requiring electronic submission of Form XXXI and surrender of physical cards for digital acknowledgment.

Implementation and Compliance

The amendments are effective from the date of publication in the Official Gazette, with strict compliance required to avoid invalidation of OCI cards due to non-compliance.

Conclusion

These reforms aim to enhance efficiency, security, and clarity in the management of OCI status, aligning with broader digital governance initiatives.
