Uniform Guideline for District Domestic Product (DDP) Estimates
The Ministry of Statistics has released a new guideline for compiling District Domestic Product (DDP) estimates, with the base year set as 2022-23. This initiative is aimed at standardizing methodologies across States and Union Territories (UTs) for economic data at the district level.
Development and Consultation Process
- The National Statistics Office (NSO) had initially uploaded a draft guideline on April 7 for stakeholder feedback, which included input from States, UTs, academic institutions, and researchers.
- After considering feedback, the final guideline has been published on the MoSPI's official website.
Objectives and Framework
- The guidelines aim to ensure consistency, comparability, and standardization in district-level economic estimates using the updated base year.
- The document covers concepts, data sources, estimation procedures, and methodologies for calculating Gross District Domestic Product (GDDP), Net District Domestic Product (NDDP), and Per Capita Income.
Methodology
- Emphasis is placed on a bottom-up approach for compiling estimates where district-level data is available.
- For sectors lacking detailed district data, a top-down approach with suitable indicators is recommended.
Current Implementation and Future Goals
- Currently, 26 States/UTs are compiling DDP estimates using these guidelines.
- The Ministry aims to involve all States and UTs in a uniform process for DDP estimation.
Expected Benefits
- The guidelines will help harmonize estimation practices and enhance the institutional framework for district-level economic statistics.
- Reliable DDP estimates will support decentralized planning, evidence-based policy formulation, and regional development analysis.
- Improved data systems and statistical capacity at the district level are expected outcomes.
