Strategic Focus on the Services Sector

 

  • Government proposes the establishment of a High-Powered 'Education to Employment and Enterprise' Standing Committee.
  • Mandate: This committee will identify service sub-sectors with high potential, address regulatory issues, and assess the impact of emerging technologies like AI on job skills.

Healthcare and Care Economy

  • Allied Health Professionals (AHPs): Institutions will be upgraded to add 100,000 AHPs over the next 5 years in 10 disciplines, including optometry, radiology, and anesthesia.
  • Care Ecosystem: Government aims to train 1.5 lakh caregivers in the coming year. These training programs will be aligned with the National Skills Qualifications Framework (NSQF).
  • Medical Value Tourism: To position India as a global hub, a scheme will support states in setting up five Regional Medical Hubs
  • AYUSH: To meet global demand for traditional medicine, 3 new All India Institutes of Ayurveda will be set up, alongside upgrades to the WHO Global Traditional Medicine Centre in Jamnagar.

Orange Economy (Creative Sectors)

  • Budget targets the Animation, Visual Effects, Gaming, and Comics (AVGC) industry, which is projected to require 2 million professionals by 2030.
    • Intervention: AVGC Content Creator Labs will be established in 15,000 secondary schools and 500 colleges to build a talent pipeline.
  • Design: A new National Institute of Design will be established in the eastern region of India to address the shortage of Indian designers.
    • University Townships: The government will support states in creating 5 University Townships near industrial and logistic corridors. 

Education and Science Infrastructure

  • Girls' Hostels: A girls' hostel will be established in every district.
  • Astronomy: Four Telescope Infrastructure facilities will be set up or upgraded - the National Large Solar Telescope, the National Large Optical-infrared Telescope, the Himalayan Chandra Telescope and the COSMOS-2 Planetarium.
    • Skilling: A National Institute of Hospitality will be set up, and a pilot scheme will upskill 10,000 guides in 20 iconic sites.

Tourism Capabilities

  • Digital Grid: A National Destination Digital Knowledge Grid will be established to document cultural and spiritual sites.
  • Niche Trails: The budget proposes developing ecologically sustainable trails, including Mountain trails (Himachal, Uttarakhand, J&K), Turtle Trails (coastal areas), and Bird watching trails (Pulikat lake).
  • Heritage Sites: 15 archaeological sites, such as Lothal, Dholavira, and Sarnath, will be developed into experiential destinations with immersive storytelling technologies

Sports

  • Government proposed a Khelo India Mission.
  • Objectives: The mission focuses on an integrated talent development pathway, systematic coaching development, sports science integration, and the creation of infrastructure for training and competition.

Veterinary Professionals

  • To support the livestock sector, the budget aims to scale up the availability of veterinary professionals by more than 20,000.
