The Importance of Census in India

The census is a crucial constitutional process for India, helping to define who is included within the republic. For 143 years, India has conducted a census every decade, but the 2021 Census was delayed, citing the pandemic, despite elections being held during the same period.

Consequences of Delayed Census

  • The delay extends the gap in updated population data to 16-17 years, the longest since Independence.
  • Welfare programs and urban planning suffer from outdated data.
  • Financial allocations and budgeting, based on old data, no longer accurately reflect current realities.

Constitutional Significance and Women’s Reservation

The government decided to call it Census 2027 instead of a delayed Census 2021. This aligns with the 84th Amendment, which requires “the first Census after 2026”. However, this means women's reservation cannot begin before the mid-2030s.

Digital Census and Caste Enumeration

  • Census 2027 will be India's first digital census, which will quicken the process and improve data accuracy.
  • The inclusion of caste in the census remains contentious, with no clear decision from the government. The last comprehensive caste data was collected in 1931.
  • Accurate caste data could influence debates on OBC reservations and social justice policies, but may also heighten caste-based political mobilization.

Migration and Electoral Challenges

Migration presents challenges in electoral representation, as many migrants are counted in their place of origin rather than residence. This affects urban governance and resource allocation. Updating voter rolls and improving registration processes could mitigate these issues.

Data Security and Trust

  • With the digitization of the census, concerns over data security and privacy arise, particularly regarding links to Aadhaar and other databases.
  • Legal safeguards are necessary to ensure data is used solely for statistical purposes and not for surveillance or law enforcement.
  • Independent audits and public transparency are crucial for maintaining trust in the census process.

The Role of Census 2027

Census 2027 is pivotal for resource allocation, representation, and planning. It must be comprehensive, accurate, transparent, and protected to ensure it reflects the democratic integrity and fairness of the Indian republic.
