Census 2027 will inform policy, but it could also reshape India's politics

Census 2027 Overview

The much-awaited Census in India formally commenced on April 1. Originally scheduled for 2020, it was delayed due to the pandemic, with no clear explanation for subsequent postponements despite the normalization of economic activities. Nevertheless, the initiation of this process is a positive development.

Importance of the Census

  • The Census is crucial for a rapidly growing and changing nation like India.
  • Surveys indicate a substantial drop in the fertility rate, potentially below the replacement rate in some states, which the Census will confirm.
  • Current data suggests India is more urbanized than previous data indicates; the new Census will provide further insights.

Census Process

  • The exercise will be in two phases:
    1. Phase 1: House-listing and housing Census between April and September over 30 days, depending on state or Union Territory preferences.
    2. Phase 2: Population enumeration during February 2027, with exceptions for snow-bound areas like Ladakh and Jammu & Kashmir, where it will occur in September.
  • The reference date for the Census: March 1, 2027.
  • Unique features include:
    1. Self-enumeration via a dedicated portal.
    2. Digital format for quicker data compilation and assured data protection.

Key Issues and Challenges

  • Caste Enumeration:
    1. Caste will be recorded for the first time since 1931, a socially significant and politically relevant aspect.
    2. Handling of questions and data recording needs extreme care to prevent potential objections and ensure social stability.
  • Delimitation for Lok Sabha:
    1. Census data may influence seat delimitation, impacting women’s reservation implementation in the legislature.
    2. Concerns exist over potential reductions in southern states' representation due to slower population growth.
    3. A balance is necessary to avoid penalizing states for population control and standard of living improvements.

Conclusion

From an economic perspective, the Census 2027 data will facilitate informed decision-making for both the government and private sectors. However, political aspects need careful management to maintain societal and cultural harmony.

Women's Reservation

Legislation or policy aimed at ensuring a minimum percentage of seats are reserved for women in legislative bodies, such as Parliament and state assemblies. This seeks to increase women's political representation.

Lok Sabha

The lower house of the Parliament of India. The number of seats allocated to each state in the Lok Sabha is currently based on population, which the article suggests may disadvantage states with lower population growth.

Delimitation

The process of redrawing the boundaries of parliamentary and assembly constituencies in India. It is done by the Delimitation Commission to ensure that each constituency has roughly the same population, reflecting the current population distribution.
