This initiative operationalizes the Union Budget 2025–26 announcement to create an enabling framework for sustainably harnessing resources in India's Exclusive Economic Zone (EEZ) and the High Seas.

  • High seas fisheries refer to marine resources distributed exclusively in waters beyond areas of national jurisdiction (up to 200 nautical miles, forming the EEZ).

National Programme for Issuance of Letters of Authorisation (LoA)

  • About LoA: Mandatory, vessel-specific, non-transferable authorization for Indian-flagged fishing vessels to operate in the high seas, valid for 3 years.
    • It is mandatory under Guidelines for Sustainable Harnessing of Fisheries in the High Seas by Indian-Flagged Fishing Vessels, 2025.
  • Digitalization: Integrated with ReALCraft portal (Registration and Licensing of Fishing Craft) for transparent processing and compliance.
  • Priority to: Fisheries cooperatives, Fish Farmer Producer Organisations (FFPOs) and Indian fishermen.
  • Responsible and Sustainable Fishing: Ensures compliance with conservation measures prescribed by Regional Fisheries Management Organisations (RFMOs), including catch limits, bycatch mitigation etc.
  • Expected Benefits:
    • Tapping India's high sea fishing potential. E.g. high-value tuna fisheries. 
    • Enhances fisher incomes, expands seafood exports. 
    • Improves traceability and international certification. 
    • Strengthens India's Blue Economy. 
    • Encourages youth entrepreneurship in fisheries.
