Signed during Indian PM's visit to Australia, PACTS will replace the 2020 ‘Framework Arrangement on Cyber and Cyber Enabled Critical Technology Cooperation’.

About PACTS

  • Core Objective: To enhance national security, build resilient critical supply chains, and strengthen global cyber resilience with greater digital choices.
  • Governance:  Jointly led by Australia's Deputy Secretary (International and Security Group) and India's Deputy National Security Advisor, with annual Senior Officials' Meetings.
  • Five Pillars of PACTS
    • Pillar 1 (Supply Chain Resilience and Diversification): Focuses on securing supply chains for critical minerals, semi-conductors, and trusted undersea cables across the Indo-Pacific.
    • Pillar 2 (Critical Technology): Cooperation in AI, space, telecommunications, biotechnology, advanced materials, and global standards.
    • Pillar 3 (Cybersecurity):Aims to deter cybercrime, protect critical infrastructure, and establish a cyber tech skill incubator hub.
    • Pillar 4 (Digital Resilience):  Promotes and scales India's Digital Public Infrastructure (DPI) solutions to support developing economies in the Indo-Pacific.
    • Pillar 5 (Defence Research Collaboration): Promote joint defence R&D, innovation, maritime technologies, and collaboration between DRDO and Australia's Defence Science and Technology Group.

Significance for India

  • Supply Chain Security: Securing direct access to Australian lithium and cobalt accelerates India's green energy and EV transition, while semiconductor R&D reinforces the India Semiconductor Mission.
  • Global DPI Expansion: The agreement formally backs the regional deployment of India’s DPI (like UPI and identity stacks), positioning India as the primary tech provider for developing Indo-Pacific economies.
  • Indian Ocean Security: Regular, joint defense & science operations between DRDO and Australia directly upgrade India’s surveillance and security footprint in the Indian Ocean.
  • Democratic AI Governance: Collaborative, democratic frameworks for AI ensure shared access to vital compute power, LLMs, and infrastructure, helping India counter monopolistic tech models.
