Scientists have identified the deadly Parrot Bornavirus 4 (PaBV-4) in India for the first time among captive birds.

About Parrot Bornavirus 4 (PaBV-4)

  • Pathogen: A highly contagious, single-stranded RNA virus of the Orthobornavirus alphapsittaciforme species (Bornaviridae family).
  • Target Species: Primarily affects psittacine birds (parrots, macaws, cockatiels, cockatoos, etc.).
  • Transmission: Highly transmissible via contaminated food, fecal matter, and aerosols. 
    • Currently, neither vaccine nor cure exists.
    • It remains an avian health concern (not zoonotic). 
  • Threat: High asymptomatic carriage rates pose a severe threat to vulnerable species conservation.

About Direct Seeding of Rice (DSR)

  • Process: Rice seeds are sown directly into the main field, eliminating traditional nursery preparation, puddling, and manual transplantation.
  • Key Advantages:
    • Resource Efficiency: Saves 20-30% of groundwater and heavily reduces manual labor dependency.
    • Environmental Impact: Significantly lowers methane emissions compared to traditionally flooded paddies.
    • Agronomic Benefits: Facilitates early crop maturity (by 7-10 days) and improves soil physical conditions for subsequent winter crops.
  • Major Challenges: Vulnerability to high weed infestation and dependence on chemical herbicides.

The Ministry of Health and Family Welfare recently removed the Schedule K licensing exemption for medicinal products containing high ethyl alcohol content.

  • Formulations containing >12% v/v ethyl alcohol (exceeding 30 mL packaging) now require proper licenses and are shifted to Schedule H1 (prescription-only) to prevent intoxicating misuse.
    • Ethyl Alcohol (ethanol) is a psychoactive, volatile organic compound used as a solvent/preservative in medicinal tinctures.

About the Schedule K of the Drugs Rules, 1945

  • Regulatory Exemption: Schedule K of the Drugs Rules, 1945 (under Drugs and Cosmetics Act, 1940) lists drugs exempted from certain licensing requirements.
  • Scope: It removes standard manufacturing, sale, and distribution licensing barriers for certain low-risk household remedies (e.g., specific tinctures).

    • Sellers: Only MSMEs are eligible to participate as sellers.
    • Buyers: Corporates, Government Departments, PSUs, and any other entities can participate as buyers.
    • Financiers: Banks, NBFC-Factors, and other financial institutions permitted by the Reserve Bank of India (RBI).
