WAICO, projected as an inclusive alternative to Western AI frameworks has been launched at World Artificial Intelligence Conference (WAIC), Shanghai.
- WAIC is held annually in Shanghai since 2018.
- Other Goals: AI for humanity, equitable access, joint contribution for shared benefit.
About WAICO
- It is an independent intergovernmental organisation that focuses on cooperation in AI in the civilian domain in an inclusive and non-discriminatory manner.
- Headquarters: Shanghai.
- Founding Members: 29 nations (excluding India), mainly from Global South, such as Indonesia, Brazil, Russia, Pakistan, Oman etc.
- Institutional Support: China will train 5,000 people (from developing countries), develop open-source AI models, and invest in AI infrastructure across members over the next 5 years.
Need of Global AI governance
- Compute Divide: US and China control 90% of global AI computing power, risking the exclusion.
- Risk Mitigation: To mitigate global AI risks like job displacement, biased algorithms, and misuse in surveillance etc.
- Trans-boundary nature: Issues like data privacy and security, cybersecurity vulnerabilities can impact multiple countries simultaneously.
- Human & Child Safety: e.g. riseing AI-generated child sexual abuse material (CSAM).
