Key Initiatives Announced
- Quad Critical Minerals Initiative Framework: It is a $20 billion critical minerals initiative to coordinate investments in mining, processing, and recycling to strengthen global supply chains.
- Indo-Pacific Maritime Surveillance Collaboration (IPMSC) Initiative: Initially focused on Indian Ocean Region, it enhances real-time information sharing and maritime awareness using QUAD Members’ combined surveillance capabilities.
- Quad Initiative on Indo-Pacific Energy Security: Through this initiative, Quad partners will work to identify areas of cooperation in technology, management, policy, international market analysis, and emergency response exercises to ensure open, stable energy markets and diversified supply chains.
- Indo-Pacific Connectivity: Pledged to connect all Pacific Island Forum countries via undersea cables by 2026 and committed to advance port infrastructure in Fiji under Quad Ports of the Future Partnership.
Other Outcomes
- Commitment to UNCLOS: The Quad ministers heavily emphasized the importance of adhering to the United Nations Convention on the Law of the Sea (UNCLOS) for maintaining navigational rights, freedoms, overflight, and flow of lawful global commerce, esp. in the Strait of Hormuz, Red Sea and the East and South China Seas.
- Coast guard led Quad-at-Sea Ship Observer Mission: To be hosted by India, after success of 1st mission from Palau to Guam, to address unlawful maritime activities.
- Next-Gen Communication Standards collaboration announced, specifically on 6G development.
