Panchayat Advancement Index (PAI)

  • Launched by Ministry of Panchayati Raj.
  • It is the world’s first nationwide framework to measure the progress of Rural Local Government Institutions (Gram Panchayats (GPs)/Traditional Local Bodies (TLBs)) using objective and verifiable indicators.
  • Indicators: Index is anchored in the framework of Localization of Sustainable Development Goals (LSDGs), which aggregates the 17 global SDGs into 9 thematic areas relevant to Panchayati Raj Institutions. 
  • Based on the PAI scores & thematic Scores, these GPs are graded into one of the categories of performance Achiever: (90+), Front Runner: (75 to below 90); Performer: (60 to below 75); Aspirant: (40 to below 60) and Beginners (below 40).
  • Significance: It helps Gram Panchayats identify local priorities, design targeted interventions, and track performance over time.
    • It also encourages healthy competition by highlighting best practices and supports incentivization of high-performing Panchayats, ensuring effective planning and improved developmental outcomes.
  • Key Highlights: 
    • State Level Performance: Top Performers – Tripura, Kerala and Odisha.
    • Overall Performance Categorization: No GP achieved the highest overall "Achiever" (A+) grade.
      • Largest concentration fell into the "Performer" (B grade) category.
