Way Ahead: Recommendations for Transformation

  • Establishment of Statutory Governance Bodies
    • National Council for Sports Education & Capacity Building: As an autonomous statutory body under the Ministry of Sports to regulate, accredit, and certify all sports administration training.
    • National Training & Development Cell: As the operational arm for India-specific curriculum delivery, managing administrator's registry, overseeing e-Khel Pathshala digital platform, monitoring outcomes and partnering with global institutions 
      • E-Khel Pathshala digital platform by SAI to provide online training courses to Teachers and Community Coaches/ learners at grassroot level.
  • Implementing a National Competency Framework
    • The Five-Level Capability Maturity Model: For administrators from district to state to national and institutional to global level as a pathway for career progression.
  • Professionalizing the Administrative Pipeline
    • Unique Administrator ID (UAID): A national registry linked to a UAID to track Professional Development, ensuring that promotions are based on measurable skill acquisition
    • Dual Athlete Career Pathway: Introduce a framework for athletes to combine performance with leadership education during active careers with certification of "Sportsman of Merit"
      • E.g., Zimbabwean swimmer Kirsty Coventry, who also became the 1st woman president of the International Olympic Committee
  • Performance Management and Monitoring System: To evaluate administrators with the same rigor as athletes, linking performance to incentives and career growth
  • International Partnerships: Forge collaborations with global bodies like the International Olympics Committee, FIFA, for curriculum co-design and exposure for senior leaders
  • Use of technology: Integration of digital tools and sports science will usher in an era of transparency and efficiency. 

National Sports Governance (National Sports Bodies) Rules, 2026

Recently, Government notified National Sports Governance (National Sports Bodies) Rules, 2026, under the National Sports Governance Act, 2025. 

  • National sports bodies include National Olympic committee, Regional Sports Federations, etc.

About the Rules 

  • Each body to have a General body and an executive committee. 
    • Composition of General Body: At least 4 sportspersons of outstanding merit (SOMs), not less than 25 years in age, with 50% being women.
    • Women's representation in Executive Committee: specific posts to be reserved for women to ensure at least 4 women members. 
  • National Sports Election Panel to oversee elections of national sports bodies must consist of at least 20  members at all times.
  • Disqualification criteria: persons convicted by a court followed by a sentence of imprisonment.
