Way Ahead: Recommendations for Transformation
- Establishment of Statutory Governance Bodies
- National Council for Sports Education & Capacity Building: As an autonomous statutory body under the Ministry of Sports to regulate, accredit, and certify all sports administration training.
- National Training & Development Cell: As the operational arm for India-specific curriculum delivery, managing administrator's registry, overseeing e-Khel Pathshala digital platform, monitoring outcomes and partnering with global institutions
- E-Khel Pathshala digital platform by SAI to provide online training courses to Teachers and Community Coaches/ learners at grassroot level.
- Implementing a National Competency Framework
- The Five-Level Capability Maturity Model: For administrators from district to state to national and institutional to global level as a pathway for career progression.
- Professionalizing the Administrative Pipeline
- Unique Administrator ID (UAID): A national registry linked to a UAID to track Professional Development, ensuring that promotions are based on measurable skill acquisition
- Dual Athlete Career Pathway: Introduce a framework for athletes to combine performance with leadership education during active careers with certification of "Sportsman of Merit"
- E.g., Zimbabwean swimmer Kirsty Coventry, who also became the 1st woman president of the International Olympic Committee
- Performance Management and Monitoring System: To evaluate administrators with the same rigor as athletes, linking performance to incentives and career growth
- International Partnerships: Forge collaborations with global bodies like the International Olympics Committee, FIFA, for curriculum co-design and exposure for senior leaders
- Use of technology: Integration of digital tools and sports science will usher in an era of transparency and efficiency.
